Basically, what's happening in the end there is that they paused time and see a bullet in front of Keiichi's chest. They say it's 15 CM away, and that there's no chance of him surviving. They're all saying that there must be a way for him to live, but in the end they realize that he's going to die and there's no way of saving him.
