TSA rules state you MAY take on a scissors with a less than 4" blades. I just traveled to and from Milwaukee to San Francisco the last week in April, 2011, and I had NO problem.
If you are going through security at St. Maarten, they will take away any and all scissors no matter what the TSA rules are. I have always been successful if I take a seam ripper. Not the best for work but it will do to cut threads.
