This level is easy on hard. No reason to even mention cheats. I got 49% accuracy and 34 perfect shots/97 rogue bonuses. Grab a hostage, it allows you to get close to a thug and get an easy headshot w/ SPEC-9. The commando is my fav. Headshots galore. U can memorize where they are. The locations of bad guys never changes on this level.
