The clock actually is displaying the time correctly. The "PM" text is permanently printed on the face of the clock. If it was PM, a green LED would illuminate next to where it says PM - because there is no light there, it indicates that the time is actually AM.

This was pretty common for digital clocks in the 80's/90's.
