Its more like one trailer and another short semi-trailer called Dolly(you can google or search it from Wiki). I think that in Finland truck combinations are allowed to be more longer than in Central Europe and in UK.

That combination seen on 2:23 has nothing to do with a "dolly". It's a normal middle-axle trailer usually called "calf" attached to the back of a normal european semi-trailer making the combination a 25,25 meters long module combination. "Dolly" would be the little 2-axle trailer for attaching a semi-trailer behind a truck using drawbar coupling...

In fact, they are taking measures. There will be a new motorway in 2015... and a parking area for those trucks (just to keep them away from the road)... but the real problem is Russian customs. You know, every time a high-ranked Russian official makes a visit to their border stations, the lines here disappear... that's what I heard... :)

In the Finnish side we have only 2 official administrations on the border, the customs and the border guard - in Russian side there are 7 official administrations...
