Well, after he dismally failed and let her pull infront of him the smarter thing would have been to bump her car as she exited to allow him time to overtake her. Personally, I don't know why the state or county would waste man hours on this kind of stuff. Cops are there for one reason and that is to give tickets to generate fines for revenue, preventing suicides are just going to waste tax dollars treating the nut jobs!
