Yes I believe its the same guy lol. If you play through both games you'll hear him say similar quotes like "Don't Make (Dr.) Harij Angry!" And he looks the same but with red face in this one for some reason. But now we know why hes so crazy cause he was stranded on the moon for a year. Ultimately though, I think its supposed to be funny and unpredictable; like the Mime king was actually a little guy on a unicycle instead of a tall mysterious guy in a coat XD.
