If coke was legalized and the industry, controlled by the government controlled the market the rebels would have absolutely nothing to fall back on. They would not be able to compete and would be crushed with a single political reform, not more soldiers or attacks resulting in death and violence.

It has a huge profit for the black market because it is sold WELL over production cost due to high demands. If drugs were legalized, it would put a huge dent in gangs and mafias leading to less violence. Also a decrease in corruption and disaster drug raids would be nearly non-existent.
