If coke was legalized and the industry, controlled by the government controlled the market the rebels would have absolutely nothing to fall back on. for example, the palestine conflict is constantly presented by western media, and all western politicians, as israeli response to rockets. they blindly look at the occupied palestinians and blame them for everything, and claim that they need to take responsibility for rocket fire. in this case, the western definition of "responsibility" is deaths of innocents, assassinations, terrorism, brutal occupation and apartheid.
as long as the west ignores the consequences of its support for occupation, which is the root cause of the hatred and rocket fire, and refuses to take responsibility and alter its actions, there is no way to solve the problem.
