Two months later, the route was officially acquired by 407 ETR and the tolls were activated.
@haljackey Regardless of the real reason, they can lie to us in many ways, of why it was free for the very first months, they started charging the toll 2 months after it opened but the changing hands from gov-run hwy to privately-run hwy happened in 1999.

The 407 isn't the only toll highway in Canada. It isn't the only electronic toll highway in the world either. It was the first, but others exist now.
