If what you say is true and the POTUS has all executive power, then why is President Bush also legislating from the White House and rewriting laws as he sees fit through signing statements that say that he doesn't have to follow the law that he is signing. President Bush also interprets the Constitution (Power of the Judicial Branch) and claims absolute immunity for himself and all aids from having to testify in Congress and ignoring the decision of a federal judge.
