It's not a cut out they just removed the headlight to allow air to flow into the intake. It would be sucking in hot air form the engine if it the headlight wasn't removed. The colder air helps with the power.

It doesn't matter how big the car is... It's all about power to weight. Look at the Ariel Atom... Light as heck, and runs on a Honda engine (or a Chevy Cobalt engine in America)... That thing will spank both motorcycles and exotics around a track.
