Currency rises and falls in value all the time. There is Exchange Market just for currency. Currency's value is depressed when you print more of it, which is what the Bush Administration has been doing to pay the interest on all the money it has been borrowing to pay for the war along with those tax cuts. And you increase the value of the dollar by taking more of them out of circulation and reducing the deficit, neither of which this Administration can do.
