He was also dressed the similar way in many of the flashback scenes. Once you reach the Tosca Village it will make more sense.

Well, I figured...since Tolten is the King of Uhra, and so you know he would eventually need a Queen too ;) and since everyone else is already taken and Cooke is too young Lol Thus Seth was the best possible option; they also spend a lot of time together. ;)
