The use the example of the Jewish women so every can see that the pain is real for everyone not only for black, Latinos, white or Cambodian people it the same for everyone. The "other white administration" wasn't made out to be ignorant, they were made out to not care about the kids' problems; and the movie was about how that was a terrible attitude, and something needs to be done about it, hence Mrs. Gruwell's actions.
