how is that a modded controller, he just uses all his bullets and reloads and once he sees the bullets on the bottom right he either presses Y twice or sprints for a second.

if you notice when he goes to reload, he only pulls the mag out, then the bullets show up, he doesnt double tap y.

he doesnt though, you cant only have pulled out the magazine and the bullets are there, the bullets appear, just as you put the magazine into the gun, which is why that guy asked if it was a modded controller.
