I think it's actually possible with Dual Booting. This is theoretical

Lets use Windows 7 and Windows 98 SE in this example.

When you try to delete Windows 7 system32, it won't work.

However, doing the same in Windows 98 SE will delete it, because Windows 98 does not need Windows 7 system32, and Windows 7 is NOT running, i think this can be done Vice Versa as well.

This can't delete, because almost everything in that folder is what makes your PC run. Which most of the files are currently running. And you cannot delete files that are currently in use. But i got some kind of software that allows you to delete the files even if files from there are running. I did this when i was gonna re-install windows, just for fun.

You CAN delete system32, just download a ms dos floppy and a ntfs driver and copy to a floppy or cd. Then type "cd c:\windows\system32" then "del *.*".
