Well, this is a pre-recorded song, which meant that Frank Oz recorded Grover and Cookie Monster's voices seperatly at different times. Frank is most likely puppeteering Grover and someone else is puppeteering Cookie lip-synching to Frank's pre-recorded voice. That also is the same case with Herry Monster and Frazzle who are both performed by Jerry Nelson. Jerry also recorded their voices seperatly. Hope this helps.

@hoopersghost Keep in mind, they recorded the soundtracks before doing the puppeteering. In a sense... they are lip-syncing.
