Not surprised that Penguin isn't on here, considering how bad he is depicted nowadays. Modern writers just don't understand the character or what he represents. But I will say if you were familiar with how the Penguin USED to be depicted and used, especially in the Golden Age, he would most certainly be in Batman's top 3 foes of all time. He is that dangerous (and laugh if you want, but that is the point of the character, someone who looks funny but is incredibly dangerous).
