Because the ghosts are corrupted by Phazon. Until it's gone, they'll stay like that.

It says that you've already gotten 3 Chozo Artifacts. I know the one you just got was in Sunchamber, but where did you get the other 2?

one of them is in a magma chamber, of what little memory left i have i do not know where the other one is

The other one (the Artifact of Truth) is at the Artifact Site itself. It's the first one that you can get; it requires only the Missile Launcher.

@ShadowMario3 i just got the artifact of the wild and i walked around a for a bit and i kept on incountering the ghosts over and over in sevral rooms and they don't stop respawning and half the time it's in rooms you go in and when you go in the room there not there for you and it's really starting to piss me off so o was woundering if you new how to make them stop respawning
