Gundam Seed and Gundam Seed Destiny each had four "movies" that came out after each series. The are called the Special Editions or SE. I"m not exactly sure why the producers felt the need. There is some extra content in each one. This is SE4 from GSD.
In the case of this clip, Kira is wearing a very high ranking uniform of the ZAFT. Lacus is at the very least a high ranking official/negociator too, maybe even chairman. Kira has followed her it seems and has become one of ZAFT's senior officers.
