Blender still has a long way to go on fluid sim, but thanks to open source, it should catch up quick.

Set a cube as your domain, and another cube 9(% of its size as your water. Then, add a small UVsphere at the bottom, set it to Outflow, and using the animation, have it move upwards. :-)
