i would suggest your countires deep seated immorality can be traced back thru the countires adoption of fundamentalist thiestic doctrine.

When a god condones slavery, people who follow that morality will naturally find that accpetable within their own experiences.

and when church will cover up and protect child molesting priests... it would be natural for its followers to adopt the sort of social immorality u describe. lack of responsibility and accountability, as well as flat out denial.
