If you examine the words they are meant to convey the tention b/t the real natural patriotic spirit & its rootedness in the land, the nation & its history & the "revolutionary" spirit & its notions of higher internationalist duty.

This song is mocking the Soviet Union & Bolshevism. It is thus rather like The Future Belongs To Me, from Cabaret; which mocked the Nazi spirit also.
