@schwarzfalk well your assumption is right, however you can see that Sam is the protagonist in only 2 stories(old man and bitch-i-hate-halloween). You see Sam in all the stories and you can understand that Sam, albeit having superhuman strength etc., doesn't gets involved with other supernatural creatures(HOT WEREWOLVES HERE!).
@NetherXcube didn't he also raise up the dead kids to kill the other school kids who defiled the graveyard or something ?
anyway this scene here is the only one that doesn't fit in, because even though Sam can be seen in the background, it's the only one involving supernatural creatures that are even MORE powerful than Sam himself. Sam is supposed to be "Mr Halloween" yet on this Halloween night he has absolutely no power/influence over those werewolf things ^^
@schwarzfalk well sam didnt raise the school children nor he did anything to prevent them from killing the other kids. As for sam being the Mr. Halloween you are absolutely right because his name is derived from the irish festival of Samhain which means summers end and it is the counterpart of halloween. The point is that Sam is the protector of halloween and punishes everyone that defies the rules of the festive. I kinda feel too that sam had a minor role in the movie.

ok those werewolves were hot & all (at least in human form) but the problem is they didn't fit AT ALL in the movie story (which was about Sam)
