He's tring to place the burden of proof on both sides to explain and trying to set himself up for a win in the unwary specator's view. Obviously the theistic "explanation" (they insist on calling it that) is "explains" everything, so most people readily accept that much more easily than they would accept an atheist's answer as I don't know in our currently unanswered or unanswerable questions.
