I don't understand how the balance works, why does gear only matter at 50? If its balanced for all levels doesn't that mean gear never matters? or at 50 do you have level 50 only bg's?

You can use your taunt (Neural Jolt) to reduce the damage enemy players do to your teammates. It doesn't even cost any ammo. It's more useful for PvP tanking even than Guard is, in most situations.
