They refused to be victims of police state violence, and exercised their Rights as Free Men. The California legislature wouldn't have any of that, so in '67 they passed the Mulford Act which outlawed carrying a loaded weapon. Signed into law by Gov. Ronald Reagan. We Californians will take back our Rights, by any means necessary.
