I think he might be onto something here. While I doubt Billy himself is gay, he could have used the concept to make a song out of. It wouldn't be the first time in the history of music a songwriter used other people's feelings to make lyrics out of.
A reasonable explanation & im sure the one Joel wouldve expoused to the press if hed been asked. However I believe the song works on multiple levels and the Springsteen angle was present to ensure the song radioplay, and slip the songs true "coming out of the closet" message past the censors.
