Imperials were before the Troopers on this one as far as I can recall. Same with the Rockford File - that was originally done by Anaheim - again, if my memory serves me correctly.
NOBODY did a starburst before the Imperials. It's a Norwood Park original. If you will read the caption carefully, you will see that it says the starburst was created in 1958. My elementary education helped me to learn that 1958 comes BEFORE 1964. No, the Troopers clearly copied this formation from Norwood. I marched with Norwood 1960-1965 and we did it every year. It was OUR signature formation. I am in this video, the last bass drum going to the rear after the starburst breaks up.
