When you can get them familiar enough with you that they don't fly away scared, you can put one finger on their belly above their feet and they'll likely step up.

You might want to keep the untamed and the tamed budgies in seperate cages until the untamed one is used to you. The way you described it, the tamed budgie is now more interested in being near the tamed budgie, is that right? Seperating them, but keeping them in the same room might help.
To quarintine means to keep a new bird far enough away from older birds incase the new bird is sick so the new bird will not get the old one sick. It's helpful to do this for atleast 30 days because it can be hard to tell if a bird's sick until it's too late.

The point of taming is to get your bird comfortable around you, whatever way that works for you and your bird is what you need to do. Every day, several times a day, I would open the cage door and put my finger in, eventually one hopped on it when I was able to get close enough, I also opened the door and let them play in their room, so if you have a good "bird safe" room it would be a good idea. It is also a very good thing to teach them to step up on your finger or a perch.
When I got them they already had clipped wings and I clipped them two times after because they would run into walls, they were scared and untame. Now they can fly around the house because they aren't scared... so they actually look where they're going.
You don't have to clip them, it depends on if it's easier to tame the bird when they can't fly far or if you can tame them with full flight ability. (I wasn't able to)
I have three males, and while they do make most of the pretty chirps, a male is not a guaranteed talker. Though you would have a better chance if you kept only one. Mine only mimic my cough... They probably want to speak budgie language rather than human because that's what their flock speaks. That's just my experience.

You need to wash your hands or anything else the bird has touched before touching your other birds. If you are getting your first bird quarantine is not needed.
My grey bird was taken when really young from an owner who did not treat her well, so it's quite a while to get her to step up nicely. My baby birds are doing really great and I'm their first owner from the breeder's. Continued~
I'm not currently going to school and I work in the late evening (when they are already sleeping) so I get to spend all day with the budgies. They're kept around my computer and I spend pretty much all day there. I don't really get out much. :) I don't know how many hours exactly for any of my birds.
Mine used to trust me alot. Everytime I put him on my hand, I gave him a look to limb on my shoulder, and he always climbe on my shoulder. they are so CUTE!
The grey one that I'm holding in the video is nearly a year old. I've had her for that long and she's just barely letting me hold her.
It takes alot of calm patience and repetition. She also used to be a biter and kind of territorial. So just getting her used to my presence was a big step. Hope that helps. :)

I'm not really sure about that, that's weird.
Was it a light brown or dark? I guess some males may have brownish ceres when babies that turn to blue. Don't really know though.

Here's just a estimate anyway.
Grey(jackie)-was with previous owner for about a month, with me for a little under a year (she's stepping up but still scared of me)
sky blue recesive pied (I think!)(suzie)-with me a year and a half steps up and isn't too afraid.
yellow(koko)-likes to jump on and off my finger like a bath if I just leave it there for her not afraid at all.
green(apollo) He is very shy anyway but steps up and chatters.
