I guess the idea is that it will go straight up until it runs out of oxygen and goes out... but I'd be worried it would catch a cross wind and land on someones house (or the mid-hudson bridge and cause an accident)

I do not know of how the globe was illuminated but if it was a propane fueled torch I'm surprised it was allowed.
Looks to me like a fire hazard.
