none needed bro, that's a designated kitesurf area. I kited there before and it's far away from people who don't want to be near kites. Basically at that point it's the spectators choice to endanger themselves. The sport is big enough to where it's recognized and life guards wont let you kite in a guarded area. you should know this if you kite.
