If the parents had been carrying out their parenting responsibilities, those kids wouldn't be out on the streets in the first place. Parents have more rights (and responsibilities) when controlling their own kids, so it's ultimately them, not the school teachers, who should be carrying out those responsibilities.
You still get the cane and slipper in my school now! The housemaster (head boy) can give you the slipper for just talking in your dormitories after 10 pm

The places we call college are for further education and they have facilities for people ages 16+ to retake GCSE's and A Levels or to learn vocational studies. Students study at degree level at a University (I believe University is also referred to as college in the USA)

Reading more books and doing more homework, on-the-spot, is THE ultimate form of punishment, and it works.
