Funny, i got a ticket for going 15 mph without a seatbelt, yet I can drive 70 mph on the highway with a seatbelt and be fine. I'm not a physics major, but maybe inertia is important here.
My advise: Encourage people you know to fasten their seat belt for just the first couple of weeks faithfully. I have done that when I first started driving and ever since I CANNOT drive without a seat belt. It just feels weird. So, train for a couple of weeks and you are good to go. Also, train your kids to ride with their seat belts so when they grow up and starts driving...........you know the rest.....................TEACH THEM RESPONSIBILITY!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

My Mom, my little brother, my Uncle, and my Grandparents on the mother side NEVER wear their seatbelt. My Dad, my other brother and I are the only ones that wear it.
That stupid click it or ticket law is just a revenue generator. If I fail to buckle up and then get into an accident, *I* am the only one who gets injured or killed. And don't bring up that whole BS about flying bodies causing damage, because if that was true, then they wouldn't force cyclists, who - surprise surprise - aren't required to wear seatbelts(I doubt motorcycles have those) to wear helmets. As for insurance, let the people take responsibility for that and deal with insurance costs.
