It seems kind of odd how Mr. Incredible ranks above Gamma Jack in terms of threat rating (unless you consider superhuman strength better than radiation manipulation) and how you just happen to have your entire plan stored on a computer.
@GiratinaofFury I think he was higher because of the grudge syndrome held against him. Plus, you did see mr. incredible demolish a robot that would've demolished Gamma Jack.

It sucks cuz as the computer scans through all of the supers they must have fought hard in order to live yet they all died.
