People forget that IQ is not only genetic but also environmental. Whites Average White African IQ is also much lower then the Average European IQ .Though the whites in africa often have good education and live in wealthy suburbs. IQ moves around too much to be chiefly genetic. Like the Flynn Effect that I pointed out (and that other guy noted) earlier. Things are genetically set in stone don't change by more than 15 points in less than a century. The black American average IQ is higher than that of few European countries and the majority of other countries.

Among low-income people the heritability of IQ is low even in adulthood.
