The DVD looks like this because it is clearly copied from a VHS tape. I have the same DVD this is sourced from, and it doesn't look much better than the youtube converted version.
It's too bad, as this movie is so demented it becomes genius. It'll probably never see a better version, as I doubt anyone wants to spend any money on a movie that so flagrantly ignores international copyright!
Certainly didn't see Zatoichi coming.
