Well, they are what it is usually known in shojo as "close friends from childhood"

They know each other since they were kids and Matsumoto usually thinks about him during the Soul Sociaty saga (wich side is he in, why he is so misterious...). Gin never hurts her, but he don't care about killing other people. And we don't have to forget the famous "sorry" during his escape... ¿why did he say that? becouse he likes her ^^

That's my opinion of course, maybe Kubo Tite has a different plan.

@narutohater131 It's made pretty clear that those two have at the VERY Least an affection for one another, on the very leanest side a friendship such as Rukia or Renji. But it is also pretty obvious that Rangiku loves Gin, and while not as obvious it's a almost given that Gin reciprocates. And I believe Rangiku admits to loving Gin in one of the later chapters. So it is in fact a cannon pairing. :3 Uh, don't have any set episode # to give though.

@narutohater131 Matsumoto shows more sighs then Gin does but as he's dying he says something about him only joining Aizen so he wouldn't see her cry anymore and she does say that she loves him after he has died.
