Rats primarily eat in the restaurants above the subway, after hours. The cleanest places to eat in NYC is McDonalds. They actually build a new basement with poured concrete and have special rodent proof refrigerators.

Living in New York City, I've witness this on quiet a few occasions.
Hell, I've even seen a guy puked and soon as he was done then a couple of pigeons swooped down for a free meal...
