For a SEAL to be 100 percent trained he will have gone through about 5 years of training. After the Initial training they can be deployed on operations but when on "off time" they train. And yes, each SEAL is a qualified US Navy Expert marksman: Pistol and Expert Marksman: Rifles. If you look at a SEALs ribbons, you will see two identical blue ribbons with the letters E on both ofthem
