1. iso, shutter-speed and aperture are enough instruments in this situation

2. as you can see even a pol filter makes the picture a bit darker like nd filters do.

so tell me please why he should use a nd filter!??? i think there is no reason. next time please use arguments. writing what you would do wihtout an argument is not usefull.

No, I have Hoya C-PL (Not HD), Nikon C-PL, Nikon C-PL II and Cokins PL, C-PL but all is almost the same.
