After i finished Installing City life World Edition then i wanted to test it,it said i need to be on an administrator,and i was.Help me

I'm having a really hard trying to figure this out because all fo the retailer's prices and everything. Is this is expansion pack or does this come with everything necessary to play? And what's the deluxe? I was looking at the store and the deluxe was cheaper than the basic and I found World Edition cheaper than both.

deluxe is same as world edition and it comes with everything.

this game is very cool i loved Simcity then they created simcity 5 but it wasnt that much. Simcity 5 is a ripoff this game. im gonna buy it next week.
