While the government guaranteed loans through Fannie and Freddie, the banks lobbied hard for these federal guarantees. You mention Clinton, but Bush Jr. pushed home ownership like a crack dealer. The Occupy people rightfully direct their anger at the banking industry. They were given a 'Bailout' to help Americans in foreclosure, small businesses that had their credit disappear, etc. The banks made investments in the decimated stock market they collapsed, and kept the money for THEMSELVES!

Also look at S.190 Federal Housing Enterprise Regulatory Reform Act of 2005, where McCain and the Republicans tried again to stop the housing collapse... but Dems voted it down again.
