How many address mismatch challenges are we talking about? Fifty? A hundred? A few hundred?
How hard would it be to go to the addresses & confirm the addresses & identities of so few voters?
As far as the missing ballots go, if because the race is so close, they are not found, there should be a re-vote in the counties where the ballots are missing.

I hope, under reason number 1, that he means the address on the absentee ballot form needs to match your registered address and not the address on the envelope!
Sometimes when posting things to America I'll use my German address and sometimes my Minnesota address. I sure as hell hope my ballot wasn't counted because of something like that!
