GTA IVs Liberty City is a close version of NYC. While its not a 100% replica it is for most landmarks and such.

I doubt they could have replicated each building and the true size of NYC, especially Manhattan, without having to have load screens for each island which would kill the immersion.

Overall its a great looking city and looks just like NYC, but with a comedic twist to everything.
