it`s in prawn island. cross the bridge that`s near the 1st island amnunation. then, when you`re halfway across you`re in the prawn island. that`s where Mendez`s house is

yup! but you need to get a helicopter under the city then go in blue hell...then you need to look for it. i have a vid that sshows you 2 easy ways to get under the city with a heli:P if you want to try the other way:P
