The technique has been likened to a shuttle cock which was the inspiration for it. Feathering relies on a dense atmosphere and relatively low speed to begin with. So only really is applicable to sub orbital flights. Orbital flights travel at much higher speeds and at a different trajectory. So it is not really useful for anything beyond a sub-orbital flight.
