@JinsukeHP it's allowed and I don't know which video you were watching, there was some ground action in this video ... but in order to grapple on the ground you must work (attack) all the time while on the ground. If the ref sees that no one is attacking, he will stand you up. If the ref sees that the attack was unsuccessful and a new attack has not been created, the ref will stand you up.
