First of all he is not a goalie he is a goal keeper. And second of all no where in the laws of the game does it state the all opposition must be outside of the PENALTY AREA or GOAL AREA while the keeper is in control of the ball. The only time during a match when the opposition must be outside of the area is on a goal kick other wise there is no infringement. If you can find something in the laws of the game that state otherwise please tell me. Maybe in high school its that way but otherwise no.
