The reason women and children were targeted in Fallujah is because the city had become a central hub for fighters after being passed in the initial phase of the OIF war. When backtracking the city was given a few weeks of warnings stating that anyone staying would be considered hostile. Thus, everyone that decided to stay was hostile. Anyone who mentions fallujah should at least know the gist of the situation before looking like an ass.
